HISTORY

Traffic stops became a major part of policing as car ownership expanded after World War II.

State police agencies, especially in the Midwest and South, began researching ways to reduce risk during routine stops. Early experiments focused on consistent movement patterns, predictable communication, and officer positioning.

This laid the groundwork for a structured “contact sequence.” The Seven Step Violator Contact was later formalized by the Texas Department of Public Safety in 2017.


THE PROBLEMS

  • Officers had no standardized method for approaching vehicles
  • Traffic stops were becoming one of the most dangerous duties
  • Training varied widely from department to department
